Where is the best place to mass murder Silent Peacekeepers?
I know a few of them spawn outside divinity coast in watchtower coast, there's a little popup alley with them and a couple marksmen. Anywhere else with a bunch of them I can kill? I really want those daggers.... I'm probably the only idiot who runs conjures or grenth's grasp bars, and they do look badass...

Go to the Temple of Ages and exit out into the Black Curtain, then head to the bottom-right gate into The Cursed Lands.
Silent Peacekeepers spawn just outside the gate on each side, so you can just keep cycling back and forth. I can't imagine it getting easier than that.
I'm warning you though, those greens seem to be pretty rare drops (which makes sense, since they come off ordinary enemies and not bosses); I've not gotten a single green to drop off any Peacekeeper I've killed, and I spent maybe 20 minutes trying to farm that place I just mentioned.

Do you think it'd be easier to get them on NM or HM?

since greens don't matter what mode you do them in, NM would kill things faster.

Beetletun, into Watchtower Coast. Take the road to the right. There are groups there with silent peacekeepers and also further on along bunch more.
Me too want daggers! Haven't seen any yet.

Well, the unique item is Law & Order (guess where the name comes from). It is basically daggers where your character wields two Canthan Shortswords (your character wielding two swords is kinda cool if you ask me). I've checked the stats of this weapon, it isn't really that great. The weapon is only useful if you are doing something like using a build that involves Conjure Frost.
I would recommend farming Pywatt's Talons, it has better stats, although those daggers really can't be solo farmed anymore ever since the SF nerf.

Adding mods to these green items was just a bug that ANET has yesterday.
